This is a long read and this is not the half of it... there's much more! Ana Cabrera comes to Brandywine. Not to inform and/or educate.

Rather tells the "White Privilege" story for there agenda. It's not about FIVE power plants.... Brandywine has THREE (3) power plants of the SIX that are in Maryland... that's what it's about and the disenfranchisement of a 72% Black Community. Stop pimping the Brandywine/TB Southern Region Neighborhood Coalition (BTB Coalition) Title VI Complaint and it's shoe-in ride along co that has brought no substance but the registered President of the cohorts clean air pimpologist accomplices.

Not the authentic Brandywine story, "FAKE NEWS" a mainstream 24 hour TV news media outlet and it's not Fox News. It's the "messy truth" about accomplices and the ally industrial complex of pimping, exploiting having co-opted the struggle by hijacking of the "Ej" movement. The New York office maybe the photojournalist, "_aine"... called but didn't want to give information only called to extract information from and for the exploitation of there subject matter news story and narrative gathered from the accomplices.

They don't call actual leaders or residents of the Brandywine community of color to empower the communities story, or to be involved in ones own self- determination and narrative: It's easier to BECOME THE NEW pimpologist. Forget the communities story it's about there agenda change our narrative to tell there news story. Need journalist that will do the work in truly investigating then reporting truth of the real story.

NGO's once upon a time EPA government chief environmental justice official that has never spoke out about the disparately impacted community of color that he lives in, not to mention the public interest attorneys that co-opt our information to spread wide is actually part of the disenfranchisement calling it a dispute ... disagreement; call it what it is maligning and disenfranchisement of communities self-determination and empowerment. Lawyers are empowered by community are most likely clouded by there perception of ones legal expertise and the public interest one can't serve two masters.

FAKE NEWS Not presented as an opinion by a non-resident yet the Maryland Environmental Health Network (MDEhn) is distributing pimping pamphlets that pimp the Ej and Brandywine issues and exploiting ones position on the Commission on Environmental Justice and Sustainable Communities (CEJSC). The tear sheet was created in concert with Interfaith Partners for the Chesapeake. This is what a false narrative looks like when you have not based the information on factual research, air quality data or information from actual residents that actual live in the community and have the factual historical data. Furthermore, giving credence to speaking false propaganda in a false narrative that's not based on a communities plan that residents actually can and do support. Oh, not to mention that Tamara Toles O'Laughlin for which Brandywine MD, the BTB Coalition was the subject matter of the CHF Grant, not as a collaborator in coordination but to receive "walk around money". The ally industrial complex has been established by the NGO activists groups whose careers depend on the “issues” they work to address. These nonprofit capitalists advance their careers off the struggles they ostensibly support. They often work in the guise of “grassroots” or “community-based” and are not necessarily tied to any organization.They build organizational or individual capacity and power, establishing themselves comfortably among the top ranks in their hierarchy of oppression as they strive to become the ally “champions” of the most oppressed.

There are "No More Power Plants", the two (2) new power plants of the three (3) are here approved and permitted by the County and the Maryland State agencies in 2014 and 2015.

Let's not mention the Brandywine NGO for which the mega church, or the churches that accept donations from the pollutant companies (suhhh), then proclaim they are not one in the same, but the previous pastor is listed as the founder; what a farce (that's another whole story in itself for another time with pimping churches. There is no separation of church and state with our legislatures when it comes to these heavy industrial industries and developers with their donations. The political incorporation in getting to there next position, and massa slates. Never failing to give awards and get that photo opt with our local and state legislatures, when ones haven't been to a community meeting in your district in over six years, and forget an apology to your constituency; yet feels entitled to move on and represent us countywide.

Applicant donations to the churches, the legislatures when ones didn't even bother to do a community health assessment as to air quality, in a county that has a non-attainable ozone. Unhealthy for Sensitive Groups Orange; Unhealthy Red 201; and, 300 Very Unhealthy Purple. Asthma up around 32/35% in the County.

This story sounds familiar, with I just registered the cohorts organization to give "them" a non-profit benefit for the collection of funds, but I'm not with "them"; really?

Cohorts who wanted to intervene two (2) years later. Then accuse the PSC System of being against "them" in not letting them intervene! RULE OF LAW! Guess ones doctorate didn't explain that. Get us money, get us on TV for recognition, and fund us by fundraising on the false pretenses that ones have a "law suit". By any means necessary "Lets Make a Deal", spinning the wheel of oppression that runs along countless axes, when the subtleties of our experiences are irreducible.

In our 2016 EPA | DOT Administrative Complaint for which we all signed a confidentially agreement yet;

  1. Mr. Tutman takes it upon himself to almost halt the negotiations with an CNN Interview...

  2. Then Hank Cole informs us that he was provided our confidential Draft Title VI Agreement...

  3. 2017, after the complaint was sent back to the EPA | DOT one was pissed that "we" did not agree with the ADR proposal... and did not trust that anything would come of the Complaint with the EPA... mind you he's not the one with standing in Brandywine community... decided that he would provide our "synopsis" to Vernice-Travis Miller and then get pissed when she uses it in providing our, the BTB authentic Title VI work in providing legislative guidance.

  4. The BTB Executive Community Citizen's Board voted not to accept the ADR Title VI draft agreement for various valid reasons.

Exploitation & Co-optation

”These nonprofits who co-opt our work only to advance there self-interests (usually it’s either notoriety or financial). As these “accomplices” they seek to impose their agenda, with bolstering themselves.

Then we have a self-centered co-supplicant with a self-serving agenda that's willing to jeopardize a community of color, at the cost of any Title VI and a resolution thereof with the agencies. We cannot divulge ADR information or the elements thereof period. Blame the black people again due to their concern about the air quality in Brandywine; the plants are not up yet and ones Do Not have valid data. What a farce blame the black people again. The cohorts are justified because their narrative wants to purport Brandywine is concerned about the pollution... that would be the 20613 white privileged cohorts. Not concerned about the water contamination from coal ash. I'm the air expert... oh that right our supplicant is not with "them". Our supplicant and blank are the two from Upper Marlboro to be interviewed because ones are the experts along with the programs with some of the UMUC academicians.

Protest and resist that's "all" the cohorts know. We are in ADR for the Panda Mattawoman CPCN so this means NO discussions to media. Oh that's right when our supplicant and our representation attempted to call the BTB on the carpet because who is community and how I'm informing the community and where are meetings being held. Then attempt to pad the agreement with in roads for workgroups and board members. Then who represents community, really? This is the VERY issue that ones are concerned about CONFIDENTIALITY! What f !@#$%^&*ots. Ones cannot speak for or represent the "core' values of the Brandywine residents again that ones do not represent and/or representative thereof. It's easy to point the fingers at someone else, rather than looking in the mirror, and your own backyard local governance. As a matter of fact... there were, however, no recommendations provided by the local or county governing units, so no consideration can be given to their wishes when deciding this case. I find that several of the issues raised in the public comments need to be analyzed, even though they are not solely determinative of the final outcome of this case.

This is what we deal with in the real world of grassroots community-based activists representing community and our own self-determination. I guess ones in other states think you may walk on water and there's history and that ones play the rules? You just disenfranchise us in the DMV?

Oh, that's right one thinks we have money deal with Panda isn't that ironic: when ones have a consent decree without the communities involvement or engagement when the coal/fly ash site is still not in compliance since approximately 2009. When did you come to the Brandywine community and where's that money and how did it benefit the fence-line community in mitigation with the contamination of the water? The fly/coal ash piles are thirty plus feet high and over that allowed height. The fly/coal ash surrounds the only community park with little league baseball fields, a walking track and the children's playground.

Our co-supplicant genuinely supports a more unified local citizenry in hopes the cohorts can do better in 2017 in terms of further building a stronger movements in order to fight a common foe and get fairness for "all"; explain how "all" this fairness is exhibited in a community of color? What about the monies that these same cohort groups take from the polluters, or because they obtain monies from other industry polluters besides the energy industry the cohorts look the other way an ignore the aggregate mining that has the most fine particulate matter that gets into ones lungs.

The cohorts narrative is "NO MORE POWER PLANTS", and the FIVE POWER PLANTS! Not the Brandywine narrative when three (3) power plants 85% in a 72% Black community are within a 2.9 mile radius when the other two in communities having one within the 13 miles in these communities. Furthermore, Brandywine can expect 6,200,000 tons of Greenhouse gasses to be emitted over Brandywine CDP starting in mid 2018 from just the power plants. It's the equivalent of the emissions of 1,188,093 million cars in a year.

We're confused with our co-supplicant views. Isn't a Title VI complaint about low-income and minority communities that still bear the most burdens and disparities of pollutants? What about changing this fact as an accomplishment and aim rather than support the oppression of white privilege cohorts as to whether an “environmental justice” initiative in Brandywine discriminates against whites in a community of color?

Call us to exploit information of sites, do not include us then proclaims they cannot and don't speak for communities while our data is co-opted. Want to use our Energy Tour brochure for they own agenda. Academicians give us incomplete data or studies, and no technical assistance.

Academicians working in communities frequently have little or no background in community organization struggles, yet continue to posture as a resource for people in organizing strategy discussions and are only accountable to the Universities for which they may or may not have tenure rather than to the community subject to political, and corporate influence being guided by project funding over community needs which challenges the very foundation of our struggle— direct action!

It’s these ones who pretend to be on your side that are the most dangerous enemies. This nonprofit world of cohorts has surrounded low-income and minority communities and for months now, some for years has wage a campaign against community grassroots movement(s) who share in these same experiences across state lines in fence-line grassroots communities.

Let's not fail to mention the individuals of pretend cohort groups(s) parachuting in acting in guise as if they are actually community-based, and in the boundries of that community. Some just don't are if they are not community, got to fulfill our agenda tell any story, cannot see the irony in using Solidarity, as Weapon and Practice.

It's beneath these NGO's, or Academies to step back and work beside, and support communities of color. We mean well, yet the road to hell is paved with good intentions, for instance; give us a letter of support FIRST for the grant; then after the grant is awarded we'll discuss a MOU or a MOA. Or the new "thing" is for the NGO's now is to just deceptively blackface up.

Many nonprofits that function independently of the local government have disparaged us. They oppose collective uprisings and spontaneous activity because they feel the need to control the movement. These organizations view themselves as the saviors of the downtrodden; when dominated people rise up on their own terms, it threatens the position of leadership that these organizations occupy in their imaginary worlds. Do for us, not with us.

Ones have wage a propaganda campaign against the unity that we and other communities have found with each other and in our community and to change the narrative.

We can't blame this all on the whiteness; people of color are perpetrating this too. As our enemies have attempted to divide our movement. This time, it seems that the primary division they want to create is not between the “peaceful” and “violent” but instead a racial division wedged between groups in the uncontrollable element in an attempt to neutralize our collective strength in Brandywine.

Then there's the NOG's Executive Directors that call community-based leaders bullies when we are only fighting off the absurdity that is being purported on communities of color that we are to support... to dumb to understand or we inherently need the help— we are unable to take care of ourselves by leading the charge for change.

This is patronizing and selfish. It establishes some people as those who lead, and others as those who need assistance, stabilizing oppressive paradigms by solidifying people’s positions in them. Partnering with community or empowering does not act like an octopus with its tentacles down in communities sucking the life out low-income and communities of color.

In that this is not misunderstood, we want to be clear that we are not speaking of the solidarity model that dispels the idea of one inside and one outside, foregrounding how individuals belong to multiple groups and groups overlap with one another, this is the lack of giving respect for the identity of a community of color and its self-sufficiency, empowerment and with its own identity to tell its story.

Autonomy and self-determination are essential to the distinction between solidarity and charity. Recognizing the autonomy and self-determination of individuals and groups acknowledges their competence and capability.

When low-income and communities of color are liberated understanding privilege, each of us must learn our stake in toppling those systems of power, recognizing how much we all have to gain in overturning every hierarchy of oppression. In speaking to the "Accomplices not Allies", the revolution will and can be funded. Now how's this for a Moral Case for Environmental Justice in obtaining an equitable future in our low-income and communities of color.

Participants must discuss the “messy truth” and leaders in the Ej movement by making the connections of the industrial complex that operate at sheath height above us. Being NGO"s, Lawyers and academicians systems has tamed a generation of activists.

We've made an organizational chart that makes all of the connections that the environmentalism's have to each other with the pretend grassroots organizing that perpetrate this farce. On its face is oppressive giving the allusion of support and representation. In due time the curtain they hide behind will be pulled back to expose this systematic oppression connecting the dotes.

They’ve traded in grand visions of social change for salaries and stationery; given up recruiting people to the cause in favor of writing grant proposals and wooing foundations; and ceded control of their movements to business executives in boardrooms.

The lessons learned is that you NGO's as accomplices get in your lane of specialty and specific talent not what gets you funding. Lean to work in support in establishing stronger partnership in community’s own self-determination it is our right by which we are entitled by virtue of the fact that we live and breathe the struggle(s) being directly related and affected.
