"Doomed to Slaughter."

When the Prince George's County NAACP Chapter letter endorsed by Mr. Bob Ross contrary to National NAACP in support of heavy pollutant industry in a Black neighborhood for a second time being presented at the DSP-19008 MNCPP-C hearing on July 18, 2019* (ref: bottom of page); Amazon as tenants of Duke Reality Merchandise Logistics Center at Westphalia we where flabbergasted by Déjà vu… diesel truck traffic, disproportionate health risks, environmental impacts from heavy industrial land-use/zoning.

This commentary is not meant to be off-putting but to express a reality of the systematic systems that surround community whom are non the aware. The Brandywine | TB Southern Region Neighborhood Coalition (BTB Coalition) pilots solutions in promoting public policy on key issues that directly impact our communities public interest, health and welfare through education and advocacy in collective decision making for the common good of all.

In the mist of fighting for our health and welfare in a community where many heavy industrial pollutants exist the community is inundated with diesel truck traffic that increases carbon emissions and hot spots; not to mention the sitting of a third Fossil Fuel Gas Fired Power Plant. Having long become subject matter experts on “trips”, with 3,500 plus truck trips.

The behavior of the Prince George’s County NAACP and the letter endorsed by Mr. Bob Ross understanding the level of political incorporation within the local "protective democracy". Understand that Bob ex-wife and myself as bff's being initiators of the Coffee Club that initially started at the Safeway in Clinton, MD; working within our "subject matter expertise" as advocates.

The National NAACP studies such as;

  1. Fumes Across the Fence-Line; The Health Impacts of Air Pollution on African American Communities and the Air of Injustice.

  2. Support For Proposed EPA Standard To Limit Air Pollution Caused By Motor Vehicles

Is the mission of the National NAACP to ensure the health and well-being of all persons for the local Prince George's County Chapter to ignore the Environmental Pollution and the Health Impacts in African American Communities for ones financial benefit for which ones are to "serve". It is our considered humble opinion the Prince George’s County NAACP has become the colorless oppressor in advancement of self-interest, self-proclaiming, and confessional allies of these accomplices of organizations in a vicious circle that surrounds us honestly fighting for our communities that are already overburden with disproportionate heavy industrial pollution.

As advocates, for us, this shows a lack of core values as “Integrity First, Service Before Self, Excellence in All We Do.”, in serving humanity out of love as a disciple of Christ.

The BTB Coalition is the first grass-roots organization solely to successfully achieve a groundbreaking Civil Rights Title VI Administrative Complaint 'Informal Resolution' agreement to successfully settle a Title VI Administrative Complaint with The U.S. Department of Transportation (DOT), Pipeline and Hazard Materials Safety Administration (PHMSA), and the U.S. Environmental Protection Agency(EPA), External Civil Rights Compliance Office (ECROC) is resolving our complaint based on there internal 'Informal Resolution' process. An agreement was entered into and executed a monumental signed determination on January 30, 2019 between the Maryland Public Service Commission (“PSC” or “Commission”), Maryland Department of the Environment (“MDE”), Maryland Department of Natural Resources (“DNR”) (together, the “Agencies”), an behalf of the Brandywine TB Southern Region Neighborhood Coalition (“BTB Coalition.org”), regarding the Title VI complaint (“Standing Complaint”) filed with the U.S. Environmental Protection Agency (“U.S. EPA”) and the U.S. Department of Transportation (“U.S. DOT”) on June 14, 2016. A 25 page Informal Resolution that changes Title VI Policy throughout the State of Maryland for which they will have to put Title VI Policies in place in addressing disproportionate risks that puts in place a Community Participation Certification processes defined by the BTB and the 2BridgeCDX through there Community Academy with community-led fenceline residents within a 1 to 3 mile radius of such industrial facilities.

The BTB Coalition was horrified to learn in February 2019 that the Prince George’s County NAACP in 2016 wrote to have our Title VI Administrative Compliant dismissed in support of Panda Mattawoman Energy Center a Fossil Fuel Power Plant that uses fracked gas. It is a "matter of fact" that County officials and ones in the legislative branches knew and the organizational ties in connecting the dots of accomplices.

For ones that don’t have the history of Brandywine, MD in Prince George’s County. Brandywine | TB Southern Region Neighborhood Coalition -- www.btbcoalition.org and the Civil Rights of 1964 Title VI Administrative Complaint can be found at www.btbcoalition.org/titlevi.html

In making the connection between these organizations and/or groups, these lawyers and our legislative bodies along with other colonized sambos touting these facilities as economic development in addition on the Panda website supporting this heavy industrial pollutant industry abutting residential houses. This being the third fossil fuel power plant in a 2.9 mile radius. This is just a fraction of what we have discovered now and in making the web of connections.

Our asthma incidents and hospital visits have increased by 35% and this is without the operation of the third fossil fuel power plant for which there are six in the state of Maryland with three of those located in Brandywine. They are asking for a change in water cooling to dry cooling which adds a whole new level of pollution. Prince George's County has a NON-ATTAINMENT 0ZONE with higher levels than the EPA standards.

Systematic black on black inequality...

When the racial disparities among communities impacted by environmental pollution in the United States are stark. African Americans are exposed to 38 percent more polluted air than Caucasian Americans, and they are 75 percent more likely to live in fence-line communities than the average American. Fence-line communities are communities that are next to a company, industrial, or service facility and are directly affected in some way by the facility’s operation (e.g. noise, odor, traffic, and chemical emissions). Most fence-line communities in the United States are low-income individuals and communities of color who experience systemic oppression such as environmental racism prevalent in this County that runs deep.

Zoning rules that Keeps people in bad neighborhood's

Lacking Inclusionary Development... many of the same promises where made in the late 1990’s with Brandywine Crossing and the surrounding development with an iMax only receiving a carmax. We where fighting with a majority of these same powers- to-be. When testimony came about as to the community outreach, we where aghast but nothing that we haven't experienced throughout the years. To, represent “community views” in public engagement meaningful is arbitrary being you first have to have a clear understating of involvement thereof, and the actual process that it entails throughout the listening processes, than developing an understanding of interacting having a two-way conversation. Fortunately, we have leadership of the 2BridgeCDX that specializes in "empowering" legislative bodies and organizations on how to properly engage communities tackling inequality and achieveing social justice. There are “opportunist” being the pimpologist, and accomplices of our black communities cunning sheep in wolves clothing. At least have the gall stab one in the front and not in the back that one may know you are coming in this being our considered humble opinion that our legislative bodies agenda and its cronies buy-off for thirty pieces of silver at its finest.

We have been in this County since the 1940's when the majority of the County was white. When there was no Rt5 or Rt301 as we know it today. So for those of us that have long been in this County know how they tout "affluent" when we are moving and acting "effluent", in this corrupt behavior that has been long normalized. Ones are selling us an expensive water painting being nothing more than a cheap photo copy!

The BTB Coalition, President is truly sicken by the “sincere ignorance” in the turn of events that have transpired in the reassignment and approval of such heavy industrial carbon emissions facility having no such LEED or Green design that will have an “adverse effect” within the Westphalia community. In understanding that this has long been an accepted behavior within our political systemic systems and the horrors of land-use and zoning that continue to plague this County.

What this has said to the members of the BTB Coalition, and the late Mr. Arnold Moore who was monumental as our Trustee and Board Member; whether there is one, two, three, where there is God we are Mighty.

  • There are still those as this exhibits wants the BTB Coalition to be as Samson loose our strength and/or as with Daniel cast into the pit of lions.

While the BTB Coalition has not addressed the second set of correspondence we will in presenting part-two.

The 2BridgeCDX- Community WeLead Academy will be posting soon its forums on processes, and community-led actions in that other community residents can be educated from our long experiences in fair and equitable redress.
