Community interests not represented in most legislative bills that affect constituents that have elected these officials to "SERVE" us with a:
"People 1st Agenda".
THE ISSUE WITH THE PSC WAS NOT DUE THE LACK OF NOTIFICATION IN BRANDYWINE AS IT RELATES TO THE POWER PLANTS... NOR THE ISSUE TO DATE. LOOK AT THE LOBBYIST THAT REPRESENT THESE COMPANIES AND THEN PURPORT TO REPRESENT THE FENCE-LINE COMMUNITY. YOU ARE LISTENING TO THE LOUDEST VOICES AND OF ENVIRONMENTALISMS:
It's was Clean Air Prince George's folks (know there history too) some as a matter of fact had notification 2 years prior then purported to represent community then when Rebecca Rehr of MDehn created this group Community of Communities; more like people against fossil fuel gas industry and there agenda for renewables. Then some of CAPG members became members of this group with some of the members in both groups being of white privilege and accomplices not allies. In addition, ones in the rural tier areas do not have readily access to the internet or smart phones. Do Not blame the PSC for defending there position as to notification not that there aren't processes that need addressing.
This is Not about representing communities... this is about:
This is a perfect example of ally industrial complex nonprofits that are by these NGO activists whose careers depend on the “issues” they work to address. This not about grassroots affected communities and there own power. Our governmental agencies have no clue being we don't need outreach, or participation being top-down is not meaningful engagement that one on one relationship being the basic building block of community influencing... "Without the fence-line community as lead there can be NO liberation", in what you do for us without us is not for us.
The Maryland Environment Health Network (MDehn) should be disbanded being they and ther associates marginalized "affected" black communities for which they do not represent... in the photo above is Ethel from Union Bethel and Robin Lewis. Along with this farce of a group they called "Community of Communities", made up of these same accomplices not ally players.
These nonprofit capitalists advance their careers off the struggles they ostensibly support. They often work in the guise of “grassroots” or “community-based” and are not necessarily tied to any organization.
They build organizational or individual capacity and power, establishing themselves comfortably at stealth height as "Octopusologist" among the top ranks in their hierarchy of oppression as they strive to become the ally “champions” of the ones they purport to "speak for"; communities in guise, as is legislation that does not represent the authentic community views and/or experiences. Delegate Robbyn Lewis, the sponsor of the bill HB715 unfairly targets the PSC, as does HB25, and SB133, know the history of Clean Air Prince George's and Community of Communities... to name a few additions to the list are the Sierra Club of MD, EAMEDA, CHISPA and NC Inc., as Accomplices not allies. Oh, yea Delegate Lewis while she was talking to a constituent she walks away in the mist of there conversation to take photo's with those supporters of the bill and the NGO's that GIVE our legislators AWARDS for the support in this "accomplices" behavior.
Especially, be aware of those NGO's that "black face up", with trusted messengers to use any community connection to say they represent community views that they don't even participate with. To busy stepping on and oppressing!
HB26 and SB133 not another commission that's a farce for actually producing results that facilitate change.. like CEJSC... with members that are lame ducks and have been for years... the commissioner, that worked for MDehn, oh that's right Delegate Lewis from 2014-2016 Maryland Environmental Health Network (MDehn), Steering Committee member. An allegiance to MDehn in supporting there NGO Agenda?
Legislatures write legislation that will protect minority and low-income communities... Prince George's County is 64% Black with 284 Land Fills and 3 Fossil Fuel Power Plants in a 72% minority community, majority fence-line senior population with 14 other pollutant heavy industrial industries (cancer ally). Write legislation that addresses and supports "cumulative effects"... that's “Ensuring Risk Reduction in Communities.
Our elected officials are more beholding to "special interests", for career donations rather then guided principle legislation to protect those communities you are elected to serve.
State of Maryland we want you to adhere to "Federal Laws", in resolving the Title VI. It's about meaningful and effective "participatory participation engagement and involvement", with the fence-line community.
It is not a coincidence that so many African Americans live near oil gas development. Historically, polluting facilities have often been built in or near African American communities.
Each year, the oil and gas industry recklessly dumps 9 million tons of methane and toxic pollutants into our air, disproportionately impacting the health of African American communities across the country.
The oil and natural gas industries violate the Environmental Protection Agency’s (EPA) air quality standards for ozone smog due to natural gas emissions in many African American communities, causing over 138,000 asthma attacks among school children and over 100,000 missed school days each year;
There are 91 counties across the U.S. that are building oil refineries or where refineries exist close to more than 6.7 million African Americans, disproportionately exposing the community to toxic and hazardous emissions such as benzene, sulfur dioxide and formaldehyde.
Why have minority community situations progressive gotten worst since the Summit held on October 24-27, 1991, inWashington DC, then came the 1983 and 1987 studies and here we are in 2018:

STOP ASKING THE STUPID QUESTION... WHO IS COMMUNITY? They are the fence-line hosting residents that are very capable of representing themselves... period. Furthermore, Brandywine, MD is not 20613 this zip code is gentrification of Brandywine.

(1) IN ADDITION: Patuxent Riverkeeper is not the group whom had any standing to file the Title VI it belongs to the Brandywine / TB Southern Region Neighborhood Coalition @ https://www.facebook.com/btbcoalition / www.btbcoalition.org / Title VI info @ http://www.btbcoalition.org/index_titleVI.html#. Brandywines' message is it's not about the FIVE OR No More Power Plants it's about the 3 Fossil Fuel Power Plants of the largest in the nation clustered in a 2.9 mile radius of the 6 in the State of Maryland being in Brandywine, MD! Furthermore, all elected officials and otherwise sat idly by and help this happen.
Hank Cole reported that he and the PR board was given per Fred our Title VI confidential ADR agreement which is a violation and the agencies are aware of the situation (can be sued). Those that speak for the fence-line community ARE NOT those on the Patuxent Riverkeepers Board and/or Fred for that matter or associates on the Board being Hank Cole, Vernise Miller-Travis, Joann Flynn or any associates of Clean Air Prince George's. This ADR draft agreement has now turned into pimping legislation. Clean Air Prince George's for whom Fred is registered with the State of MD as the CEO; being reason for the "departure" of Earthjustice", due this conflict because they would not resolve the issues as we asked and stood firm on... they want you to believe it was a withdrawal and this is not the truth be told but oppression of the facts. Furthermore, the conflict with Fred Tutman / Patuxent Riverkeeper to stop pimping Brandywine and the BTB's Title VI because of the "White Privilege", disenfranchising, “Parachuters”. For those of you that have been told the "BTB President HAS BEEN PAID" or MADE DEALS are liars (an Accokeek & Upper Marlboro Organization), Hank whom called her "POISON", remember the devil does not like "LIGHT", no one likes light to expose there darkness of lies and for all this is poison and the only thing they have is to attempt to discredit ones of authentic community engagement and that have been told this should check the source for which this information comes there integrity and motives.
(2) Also, credit to JAMEL R. (MEL) FRANKLIN, Member, County Council (Democrat) for calling out the "White Privilege", in the misguided CNN interview (ones allies in guise) on the forefront of oppression but failed to acknowledged that the Brandywine communities "Title VI", has merit and that not one Council members showed us to contest the PSC CPCN hearing of the PSEG Keys Energy or the Mattawoman Panda Power Plant on GAVE NOTICE on behalf of community and the protection of public health and/or our wetlands... all in the name sake of "JOBS" all approximately seven (7) at each site or confirm that these jobs are being filled by Prince George's County residents. And, the community benefits are a farce. Sold our communities public health down the river with the approval of Coal Ash Regional Center, Contaminated Soil burning oh that's moving to Dower House Road (humm sounds vaguely formula), many others see map 1, map 2, map 3, map 4 and more residential map 5 in the mist of this pollution; not the mention the traffic becoming even more ASTURBATED. We'll discuss Massa later, and the letters that purport a farce of actual fence-line community support.

The backdooring and emailing of our intellectual data and information that was for the "Greater Good" to be spread far and wide with "White Privilege" Groups. Oh, by the way we where informed that Fred Tutman / Patuxent Riverkeeper was only added as a co-complaint after the fact due to association thereof Earthjustice and there was no substance reasoning. With the Patuxent Riverkeeper being added after 3 Months+ of research with and by the BTB only whom has 70+ years of history in Brandywine, and members since 1943 with standing; so who pimped the Title VI? Brandywine is in the Potomac River watershed, not the Patuxent, "go figure". We need change agents of the people not pimpologist purporters of community for there cause and agendas. Until we represent communities and work in concert with minority and low-income communities, and mostly that there is equity of empowerment more will remain the same. And, as for you Elected Officials understand and know the community for which you represent.
